I judge this FR to be INVALID, due to inconsistency with self.

(a) It is inconsistent with itself, if interpreted as a statement. (b) It is inconsistent with RR7 if it is interpreted as a fiat. (c) It is more natural to read it as a statement.

(a) As a statement about other FRs, it proclaims a substantial subset of them (FRs that are consistent with the RRs and with themselves) both valid and invalid. If they are considered invalid, they must be considered valid (since they are consistent with RRs, self, and FR0.0); but if they are considered valid, they must be considered invalid (since they are inconsistent with FR0.0), in accordance with RR7. This paradoxical assertion makes FR0.0 inconsistent with itself, and thus liable to be judged invalid, again in accordance with RR7.

(b) As a fiat on the labeling of other FRs, FR0.0 would have no effect, in accordance with RR1. Changing the validity or invalidity of an FR is not within the power of an FR, except indirectly through consistency (in which case, see (a), above), and thus does not happen. Arguably, this attempted fiat is inconsistent with the explicit definition of validity and invalidity in RR7, and thus liable to be judged invalid.

(c) The FR uses a simple statement in the present tense. It makes a statement about the nature of future FRs, against which they may be compared to assess their consistency (the only direct effect FRs are granted by the Regular Rules).

Because of (a) and (b), FR0.0 is invalid by either of the considered interpretations. Because of (c), it is invalid due to self-inconsistency.
