I judge this FR to be Valid. I see no reason why it'd be Illegal or Unreasonable, and it's not Irrelevant. It's not Inconsistent, because it begins with a partial sentence that completes the sentence begun by the previous FR, and it ends with the beginning of another sentence. That makes it consistent with the only other FR.

One could argue that the sentence "No FR in this round makes any statement about the content of the partial sentences at the start and end of other Fantasy Rules" is Contradictory because it, itself, is about the content of other FRs, and therefore also about the content of other FRs' partial sentences. But I think that would be an overly broad interpretation of what "content" means in this context.
