It doesn't assert or restrict anything, as far as I can tell. It's consistent with itself (consistently abstract, at least), and there are no earlier-posted fantasy rules to contend with, as this is the first one of the round.

It's relevant and reasonable, even though I have no idea what it means.

Therefore, it's valid.
